Destinées à un nouveau public récemment alphabétisé, elles ont d'abord vocation à permettre l'accès au livre des classes défavorisées de la population. Toujours considéré comme le média le plus apte à la transmission du savoir, le livre est trop cher pour les milieux populaires, alors refoulés des prstigieuses bibliothèques municipales : la tension entre un engouement réel pour la lecture et le manque de moyens qui l'empêche de le concrétiser est donc vive ; c'est pour la résoudre que sont créées ces bibliothèques associatives. Dès les années 1840 dans le département de la Seine, les catholiques fondent des bibliothèques paroissiales qui poursuivent le même but. Les premières véritables bibliothèques populaires voient ensuite le jour sous l'Empire libéral, au début des années 1860. Les associatiosn républicaines et laïques qui en sont à l'origine se donnent pour mission de concurrencer les catholiques, tout en établissant un programme complet et ambitieux d'éducation. La longue histoire de ces bibliothèques les mène ensuite de l'Empire à l'Occupation, en passant par l'Ordre moral et la République, dessinant ainsi une trajectoire riche entre compromis avec les autorités politiques et intransigeances face aux dérives estimées de la lecture que sont le roman populaire se révèle en effet rapidement un moyen de contrôler le public auquel elle s'adresse.; The "Popular Libraries" are arised from a great concern of the cultural elites in France about popular reading and popular education, in the first half of the 19th century. Opened for a recently alphabetized public, they aimed to bring books in the lower classes of the French society. At this time, books are still considered as the most important media of the transmission of knowledge. However, books are too expansive for this group of people and the old "municipales" libraries didn't accept workers : the tension between a real craze for reading and the inability to buy books was very high. The "popular librairies" are founding to answer this "social question". From the 1840s in the département de la Seine, the catholic church beginn to found "paroissiales" libraries, wich have the same objective. The first real "popular libraries" are created during the "liberal Empire" period, at the biginning of the 1860s. The republican and lay associations, wich foud those libraries, were trying to compete with catholic ones, and in the same time, to build a complete ahd highly ambitious educative curriculum. The long history of those libraries bring us from the Second Empire to the Second World War, and, for the most of time, take place during the Third Republic. For the founders, the compromises with the political authorities were as numerous as the occasions to reveal theirintransigence against the popular fictions and further, the mass culture.
