Initiée par les réflexions théoriques de la Commission Mérimée, qui se réunit de janvier à juin 1858, et soutenue au plus haut échelon du pouvoir par l empereur lui-même, dans un contexte d émulation culturelle entre Etats, elle est officialisée par le décret du 14 juillet 1858 qui nomme Jules-Antoine Taschereau administrateur-général et marque un tournant dans l histoire de l institution. Dès lors, l établissement connaît d importants remaniements, intérieurs (amélioration des services aux publics) et extérieurs (travaux d Henri Labrouste), révélés en 1868 au moment de l ouverture des deux salles des Imprimés (l une entièrement publique, l autre réservée aux travailleurs). Cet apogée est cependant de courte durée, vite terni par les difficultés politiques de la fin de l Empire et la vieillesse de Taschereau, contraint en 1874 de céder la place à un nouveau réformateur : Léopold Delisle; From 1858 to 1874, the national library knows important reforms. They begin with a commission directed by Prosper Mérimée to examine different ways of improving the institution. The emperor Napoleon III himself, who is very interested in the matter, in a context of cultural emulation between European states, decides to support the reforms and edict therefore the decree of January 14th 1858, which can be considered as a turning point in national library s history. Since then indeed, the institution begins to change thanks to the efforts of the new director, Jules-Antoine Taschereau, and the new architect, Henri Labrouste. Their work is mainly revealed in 1868 with the opening of two rooms in the printed books department : one for everybody, the other for scholars only. This brillant period is however quickly spoiled by the political difficulties of the Second Empire and Taschereau s illness. His departure, in 1874, marks the beginning of a new era lead by another important charachter of the reorganization : Léopold Delisle.Bibliographie: Bibliogr.p.11-45.
