C est donc à la rencontre de ces deux impératifs que se situe ce moment privilégié de la vie politique européenne, où France et Grande-Bretagne tiennent à nouveau les premiers rôles. Le cas des administrations en charge du dossier européen dans les deux pays est particulièrement intéressant : de part leur spécificité et leur originalité, les organes administratifs en jeu sont à la fois facteurs de continuité des politiques européennes et outils des dirigeants; The moment Great Britain joined the Common Market, one of the major moments in European history, meets several demands. Considered by both English and French officials as more and more ineluctable, the British admission has to be examined in the light of long-term events Britain has applied twice and France has vetoed twice since 1961, the national administrations have adapted to the construction of Europe since the end of the Second World War and in the light of short-term events the political life in France and Britain quickens between 1969 and 1972. These three years are a privileged moment of the European political life, where France and Britain have the leading role again.
