Une législation verticale, venant du sommet de l’Etat, va se superposer à une législation horizontale préexistante. Une grande partie de ma recherche examine l’expansion de la réglementation de l’approvisionnement dans les deux villes, ainsi que les différents mécanismes adoptés par les autorités en vue d’assurer la disponibilité de blé en toutes circonstances, le maintien du prix du blé et du pain à un niveau assez modique représentant l’objet premier de la réglementation et du contrôle du marché. Il s’agissait de maintenir bas les salaires et les coûts de production manufacturière, sans compromettre pour autant la stabilité sociale. L’expansion de la réglementation et le contrôle étatique au cours de la période considérée se produisent non seulement au détriment des pouvoirs municipaux, mais aussi contre le développement du secteur agricole. Sans la régression de l’agriculture qui en résulta, le point de vue physiocratique sur le libre commerce du blé aurait difficilement pu l’emporter au début de la seconde moitié du XVIIIe siècle. Mais le régime de liberté inauguré à l’instigation des Economistes eut des conséquences désastreuses sur les conditions matérielles du peuple et sur l’ordre public.; Both Paris and Rome experienced at the end of the XVIIth century and the beginning of the following century a marked expansion of state intervention in the economy. A vertical legislation, originating from the very top of the state, tended to superimpose itself on a pre-existing horizontal one. A significant portion of this research examines the expansion of regulation and control of the supply of corn in the two cities, together with the different government measures adopted with a view to ensuring them a sufficient supply of it under all circumstances. Keeping the prices of corn and bread to a sufficiently low level may indeed be singled out as the primary objective of state regulation and control of the market in the period under consideration, the question being that of ensuring low wages and low manufacturing costs without at the same time jeopardizing overall social stability. The expansion of state intervention occurred not only at the expense of municipal powers but also of the development of agriculture. Without the consequent regression of the latter, the physiocratic point of view on the free trade of corn would hardly have prevailed at the beginning of the second half of the XVIIIth century. The free trade regime, hower, introduced thanks largely to the influence of ‘les Economistes’, did not fail to rapidly produce a disastrous impact on the material conditions of the people and on the social order..Bibliographie: Bibliogr.p.13-18.
